On June 22, NYS instituted new regulations that require health care entities to complete a Health Equity Impact Assessment with Certificate of Need (CON) applications for the establishment, ownership, construction, renovation, and change in service of health care facilities across New York State. This requirement does not apply to diagnostic and treatment centers whose patient population is more than 50% combined patients enrolled in Medicaid or uninsured, unless the application includes a change in controlling person, principal stockholder, or principal member of the applicant.
