House Appropriations Committee passed bill to fund HHS and related agencies in FY25

The Full House Appropriations Committee approved a bill on July 10th to fund the Labor, Health and Human Services, and Education Departments for FY2025. Please note that while this bill is not final, it is demonstrative of the House’s current position related to CHC funding. The total funding under the bill is 11% below the FY24 effective spending level. With regards to CHCs:

  • Discretionary funding for CHCs is flat-lined.  This was funded at the same amount as FY 24 (roughly $1.86 billion).  This amount includes flat-lined funding for programs such as School-Based Health Centers and Cancer Screening.  
  • 8% cut for HRSA programs overall, including a 4.5% cut in Health Workforce programs.  The level of funding provided for the National Health Service Corps will reduce the number of positions supported. 
  • Eliminates funding for Title X family planning services.

In the Report that accompanies the appropriations bill (but is not officially part of the legislation), the Committee acknowledged the need for Base Grant Adjustments stating, “The Committee recognizes that Health Center costs have increased significantly and that it has been nearly a decade since the last base grant adjustment. The Committee encourages HRSA to consider the needs of existing health centers in relation to their current base grants when allocating increased health center funding.”
